Royal Legislative Decree 3/2011 of 14 November, approving the consolidated text of the Public Sector Contracts Law, establishes in Article 191 that entities not regarded as Public Administration that act as contracting authorities shall, for contracts not subject to harmonised regulation, approve the corresponding instructions governing their internal procedures in accordance with the principles of publicity, competition, transparency, confidentiality, equality and non-discrimination, and shall make them available to all interested parties wishing to participate in the contract award procedures regulated by them, and publish them in the contracting authority’s contractor profile.
